Open Letter to President Xi Jinping

Dear President Xi,
As the 25th anniversary of the June 4th Movement approaches, I write this open letter to you as a former student leader at Tiananmen, as the Chairman of All Girls Allowed, as a Christian, and as a daughter and messenger of God. First of all, I would like to thank you for some of the changes you have made to China’s human rights and family planning policies, such as the merging of the National Population and Family Planning Commission and the Ministry of Health in early 2013, the recent implementation of the selective Two-Child Policy, the abolishment of the labor camp system, and so on.
I hope that you will take further steps in using your God-given authority as the President of China to act justly, to love mercy, and to humbly lead the nation into the land of blessing, fruitfulness, and stability that the Lord has promised.
In particular, I ask the following of you:
- In the Truth of God, rectify the verdict on the June 4th Incident and reveal its concealed facts;
- In the righteousness of God, compensate victims of the June 4th Incident for their loss;
- In the mercy of God, release all those who are under house arrest or imprisonment as a result of the June 4th crackdown, political reforms, or their own religious beliefs, including figures like Liu Xiaobo, Liu Xia, and Bao Tong;
- In the righteousness and forgiveness of God, track down and prosecute all officials who ordered or carried out the June 4th Massacre;
- In the righteousness of God, release all journalists, activists, and scholars recently detained for their participation in activities related to June 4th, including Gao Yu, Pu Zhiqiang, Xu Youyu, Hao Jian, Hu Shigen, and Liu Di;
- In the righteousness of God, immediately terminate and compensate for any harassment, kidnappings, and beatings of human rights lawyers such as Jiang Tianyong, Zhang Junjie, Wang Cheng, and Tang Jitian;
- In the will of God, put a complete end to the One-Child Policy, restore the reproductive rights of all married and unmarried Chinese women, and indemnify all mothers who once underwent forced or coerced abortions from the government;
- In the will of God, grant hukous to all children born in China so that their rights to education, medical care, and employment will be upheld;
- In the righteousness and forgiveness of God, investigate and prosecute all Family Planning Officials who have forced or coerced mothers to have abortions, so as to prevent the recurrence of such acts;
- In the righteousness of God, rescue all trafficked women and children and impose severe punishments on traffickers;
- In the will and love of God, allow families inside and outside China to adopt or foster Chinese orphans;
- In the righteousness of God, swiftly meet the needs of all petitioners in China through justice and financial compensation;
- In the righteousness and mercy of God, help bring prosperity to the 400 million Chinese citizens living below the poverty line;
- In the will of God, allow religious freedom, freedom of speech, constitutionalism, and democracy to flourish in China;
- In the righteousness of God, ensure the peaceful return of all Chinese exiles living overseas;
I believe that as a leader you desire to seek the Truth and to use it to govern China. What we pleaded for in Tiananmen Square is precisely this Truth. In the past 25 years, I went through slaughter, exile, and separation; I attended school, started my own business, and experienced the political, cultural, and economic lives of America. After all this, I have finally found the Truth in Christ, and would like to share it with you. You can read my personal testimony at: www.chailing.net.
On the day of the 20th anniversary of the Tiananmen Movement, a few brothers who had joined me on the most wanted list and who had known Christ before I did laid my spirit into the hands of God. On 4 December 2009, exactly six months after I received salvation, God fully opened my eyes and enabled me to know Him, the omnipotent and omnipresent Creator of the universe. I came to realize that God created the heavens and the earth and made men and women with His great love. However, mankind defied His will and sinned, and thus were cast out from Paradise and cursed by God. Nevertheless, God so loved His people that He sent His one and only Son, Jesus, to die for our sins on the cross. Whoever believes in Him shall not perish but have eternal life.
You might ask, “What does this have to do with me?” In fact, this has to do with your entire life and everything you are trying to accomplish. The Scripture tells us, “For we are God’s handiwork, created in Christ Jesus to do good works, which God prepared in advance for us to do.” (Ephesians 2:10) Your authority as the President of China also originates from God. “For there is no authority except that which God has established. The authorities that exist have been established by God.” (Romans 13:1)
What, then, should you do with the authority God has given you?
The Bible explains it clearly: “He has shown you, O mortal, what is good. And what does the Lord require of you? To act justly and to love mercy and to walk humbly with your God.” (Micah 6:8)
The Bible also says, “And now, Israel, what does the Lord your God ask of you but to fear the Lord your God, to walk in obedience to him, to love him, to serve the Lord your God with all your heart and with all your soul, and to observe the Lord’s commands and decrees that I am giving you today for your own good?” (Deuteronomy 10:12-13)
What will happen if we abide by God’s commands? The answer lies in the following story in the Bible:
“Be dressed ready for service and keep your lamps burning, like servants waiting for their master to return from a wedding banquet, so that when he comes and knocks they can immediately open the door for him. It will be good for those servants whose master finds them watching when he comes. Truly I tell you, he will dress himself to serve, will have them recline at the table and will come and wait on them. It will be good for those servants whose master finds them ready, even if he comes in the middle of the night or toward daybreak. But understand this: If the owner of the house had known at what hour the thief was coming, he would not have let his house be broken into. You also must be ready, because the Son of Man will come at an hour when you do not expect him.”
Peter asked, “Lord, are you telling this parable to us, or to everyone?”
The Lord answered, “Who then is the faithful and wise manager, whom the master puts in charge of his servants to give them their food allowance at the proper time? It will be good for that servant whom the master finds doing so when he returns. Truly I tell you, he will put him in charge of all his possessions. But suppose the servant says to himself, ‘My master is taking a long time in coming,’ and he then begins to beat the other servants, both men and women, and to eat and drink and get drunk. The master of that servant will come on a day when he does not expect him and at an hour he is not aware of. He will cut him to pieces and assign him a place with the unbelievers.
“The servant who knows the master’s will and does not get ready or does not do what the master wants will be beaten with many blows. But the one who does not know and does things deserving punishment will be beaten with few blows. From everyone who has been given much, much will be demanded; and from the one who has been entrusted with much, much more will be asked. (Luke 12:35-48)
What exactly are God’s commands? The Bible lays them out for us:
And God spoke all these words:
“I am the Lord your God, who brought you out of Egypt, out of the land of slavery.
“You shall have no other gods before me.
“You shall not make for yourself an image in the form of anything in heaven above or on the earth beneath or in the waters below. You shall not bow down to them or worship them; for I, the Lord your God, am a jealous God, punishing the children for the sin of the parents to the third and fourth generation of those who hate me, but showing love to a thousand generations of those who love me and keep my commandments.
“You shall not misuse the name of the Lord your God, for the Lord will not hold anyone guiltless who misuses his name.
“Remember the Sabbath day by keeping it holy. Six days you shall labor and do all your work, but the seventh day is a sabbath to the Lord your God. On it you shall not do any work, neither you, nor your son or daughter, nor your male or female servant, nor your animals, nor any foreigner residing in your towns. For in six days the Lord made the heavens and the earth, the sea, and all that is in them, but he rested on the seventh day. Therefore the Lord blessed the Sabbath day and made it holy.
“Honor your father and your mother, so that you may live long in the land the Lord your God is giving you.
“You shall not murder.
“You shall not commit adultery.
“You shall not steal.
“You shall not give false testimony against your neighbor.
“You shall not covet your neighbor’s house. You shall not covet your neighbor’s wife, or his male or female servant, his ox or donkey, or anything that belongs to your neighbor.”
When the people saw the thunder and lightning and heard the trumpet and saw the mountain in smoke, they trembled with fear. They stayed at a distance and said to Moses, “Speak to us yourself and we will listen. But do not have God speak to us or we will die.”
Moses said to the people, “Do not be afraid. God has come to test you, so that the fear of God will be with you to keep you from sinning.”
The people remained at a distance, while Moses approached the thick darkness where God was. (Exodus 20:1-21)
Perhaps you would say, “I am not a Christian. I don’t know this God. Why should I be following his commands?” The truth is, even though you might not know God, God knows you. He has planned everything in your life.
David was a king whom God loved. The psalm below conveys his knowledge of God:
You have searched me, Lord,
and you know me.
You know when I sit and when I rise;
you perceive my thoughts from afar.
You discern my going out and my lying down;
you are familiar with all my ways.
Before a word is on my tongue
you, Lord, know it completely.
You hem me in behind and before,
and you lay your hand upon me.
Such knowledge is too wonderful for me,
too lofty for me to attain.
Where can I go from your Spirit?
Where can I flee from your presence?
If I go up to the heavens, you are there;
if I make my bed in the depths, you are there.
If I rise on the wings of the dawn,
if I settle on the far side of the sea,
even there your hand will guide me,
your right hand will hold me fast.
If I say, “Surely the darkness will hide me
and the light become night around me,”
even the darkness will not be dark to you;
the night will shine like the day,
for darkness is as light to you.
For you created my inmost being;
you knit me together in my mother’s womb.
I praise you because I am fearfully and wonderfully made;
your works are wonderful,
I know that full well.
My frame was not hidden from you
when I was made in the secret place,
when I was woven together in the depths of the earth.
Your eyes saw my unformed body;
all the days ordained for me were written in your book
before one of them came to be. (Psalm 139:1-16)
The Bible informs us that those who obey God’s commands will be blessed by Him, and those who do not will be harshly punished:
Blessings for Obedience
If you fully obey the Lord your God and carefully follow all his commands I give you today, the Lord your God will set you high above all the nations on earth. All these blessings will come on you and accompany you if you obey the Lord your God:
You will be blessed in the city and blessed in the country.
The fruit of your womb will be blessed, and the crops of your land and the young of your livestock—the calves of your herds and the lambs of your flocks.
Your basket and your kneading trough will be blessed.
You will be blessed when you come in and blessed when you go out.
The Lord will grant that the enemies who rise up against you will be defeated before you. They will come at you from one direction but flee from you in seven.
The Lord will send a blessing on your barns and on everything you put your hand to. The Lord your God will bless you in the land he is giving you.
The Lord will establish you as his holy people, as he promised you on oath, if you keep the commands of the Lord your God and walk in obedience to him. Then all the peoples on earth will see that you are called by the name of the Lord, and they will fear you. The Lord will grant you abundant prosperity—in the fruit of your womb, the young of your livestock and the crops of your ground—in the land he swore to your ancestors to give you.
The Lord will open the heavens, the storehouse of his bounty, to send rain on your land in season and to bless all the work of your hands. You will lend to many nations but will borrow from none. The Lord will make you the head, not the tail. If you pay attention to the commands of the Lord your God that I give you this day and carefully follow them, you will always be at the top, never at the bottom. Do not turn aside from any of the commands I give you today, to the right or to the left, following other gods and serving them.
Curses for Disobedience
However, if you do not obey the Lord your God and do not carefully follow all his commands and decrees I am giving you today, all these curses will come on you and overtake you:
You will be cursed in the city and cursed in the country.
Your basket and your kneading trough will be cursed.
The fruit of your womb will be cursed, and the crops of your land, and the calves of your herds and the lambs of your flocks.
You will be cursed when you come in and cursed when you go out.
The Lord will send on you curses, confusion and rebuke in everything you put your hand to, until you are destroyed and come to sudden ruin because of the evil you have done in forsaking him. The Lord will plague you with diseases until he has destroyed you from the land you are entering to possess. The Lord will strike you with wasting disease, with fever and inflammation, with scorching heat and drought, with blight and mildew, which will plague you until you perish. The sky over your head will be bronze, the ground beneath you iron. The Lord will turn the rain of your country into dust and powder; it will come down from the skies until you are destroyed.
The Lord will cause you to be defeated before your enemies. You will come at them from one direction but flee from them in seven, and you will become a thing of horror to all the kingdoms on earth. Your carcasses will be food for all the birds and the wild animals, and there will be no one to frighten them away. The Lord will afflict you with the boils of Egypt and with tumors, festering sores and the itch, from which you cannot be cured. The Lord will afflict you with madness, blindness and confusion of mind. At midday you will grope about like a blind person in the dark. You will be unsuccessful in everything you do; day after day you will be oppressed and robbed, with no one to rescue you.
You will be pledged to be married to a woman, but another will take her and rape her. You will build a house, but you will not live in it. You will plant a vineyard, but you will not even begin to enjoy its fruit. Your ox will be slaughtered before your eyes, but you will eat none of it. Your donkey will be forcibly taken from you and will not be returned. Your sheep will be given to your enemies, and no one will rescue them. Your sons and daughters will be given to another nation, and you will wear out your eyes watching for them day after day, powerless to lift a hand. A people that you do not know will eat what your land and labor produce, and you will have nothing but cruel oppression all your days. The sights you see will drive you mad. The Lord will afflict your knees and legs with painful boils that cannot be cured, spreading from the soles of your feet to the top of your head.
The Lord will drive you and the king you set over you to a nation unknown to you or your ancestors. There you will worship other gods, gods of wood and stone. You will become a thing of horror, a byword and an object of ridicule among all the peoples where the Lord will drive you.
You will sow much seed in the field but you will harvest little, because locusts will devour it. You will plant vineyards and cultivate them but you will not drink the wine or gather the grapes, because worms will eat them. You will have olive trees throughout your country but you will not use the oil, because the olives will drop off. You will have sons and daughters but you will not keep them, because they will go into captivity. Swarms of locusts will take over all your trees and the crops of your land.
The foreigners who reside among you will rise above you higher and higher, but you will sink lower and lower. They will lend to you, but you will not lend to them. They will be the head, but you will be the tail.
All these curses will come on you. They will pursue you and overtake you until you are destroyed, because you did not obey the Lord your God and observe the commands and decrees he gave you. They will be a sign and a wonder to you and your descendants forever. Because you did not serve the Lord your God joyfully and gladly in the time of prosperity, therefore in hunger and thirst, in nakedness and dire poverty, you will serve the enemies the Lord sends against you. He will put an iron yoke on your neck until he has destroyed you.
The Lord will bring a nation against you from far away, from the ends of the earth, like an eagle swooping down, a nation whose language you will not understand, a fierce-looking nation without respect for the old or pity for the young. They will devour the young of your livestock and the crops of your land until you are destroyed. They will leave you no grain, new wine or olive oil, nor any calves of your herds or lambs of your flocks until you are ruined. They will lay siege to all the cities throughout your land until the high fortified walls in which you trust fall down. They will besiege all the cities throughout the land the Lord your God is giving you.
Because of the suffering your enemy will inflict on you during the siege, you will eat the fruit of the womb, the flesh of the sons and daughters the Lord your God has given you. Even the most gentle and sensitive man among you will have no compassion on his own brother or the wife he loves or his surviving children, and he will not give to one of them any of the flesh of his children that he is eating. It will be all he has left because of the suffering your enemy will inflict on you during the siege of all your cities. The most gentle and sensitive woman among you—so sensitive and gentle that she would not venture to touch the ground with the sole of her foot—will begrudge the husband she loves and her own son or daughter the afterbirth from her womb and the children she bears. For in her dire need she intends to eat them secretly because of the suffering your enemy will inflict on you during the siege of your cities.
If you do not carefully follow all the words of this law, which are written in this book, and do not revere this glorious and awesome name—the Lord your God— the Lord will send fearful plagues on you and your descendants, harsh and prolonged disasters, and severe and lingering illnesses. He will bring on you all the diseases of Egypt that you dreaded, and they will cling to you. The Lord will also bring on you every kind of sickness and disaster not recorded in this Book of the Law, until you are destroyed. You who were as numerous as the stars in the sky will be left but few in number, because you did not obey the Lord your God. Just as it pleased the Lord to make you prosper and increase in number, so it will please him to ruin and destroy you. You will be uprooted from the land you are entering to possess.
Then the Lord will scatter you among all nations, from one end of the earth to the other. There you will worship other gods—gods of wood and stone, which neither you nor your ancestors have known. Among those nations you will find no repose, no resting place for the sole of your foot. There the Lord will give you an anxious mind, eyes weary with longing, and a despairing heart. You will live in constant suspense, filled with dread both night and day, never sure of your life. In the morning you will say, “If only it were evening!” and in the evening, “If only it were morning!”—because of the terror that will fill your hearts and the sights that your eyes will see. The Lord will send you back in ships to Egypt on a journey I said you should never make again. There you will offer yourselves for sale to your enemies as male and female slaves, but no one will buy you. (Deuteronomy 28)
Therefore, when God’s servant Moses led the Israelites into the promised land, he solemnly warned them:
Now what I am commanding you today is not too difficult for you or beyond your reach. It is not up in heaven, so that you have to ask, “Who will ascend into heaven to get it and proclaim it to us so we may obey it?” Nor is it beyond the sea, so that you have to ask, “Who will cross the sea to get it and proclaim it to us so we may obey it?”No, the word is very near you; it is in your mouth and in your heart so you may obey it.
See, I set before you today life and prosperity, death and destruction. For I command you today to love the Lord your God, to walk in obedience to him, and to keep his commands, decrees and laws; then you will live and increase, and the Lord your God will bless you in the land you are entering to possess.
But if your heart turns away and you are not obedient, and if you are drawn away to bow down to other gods and worship them, I declare to you this day that you will certainly be destroyed. You will not live long in the land you are crossing the Jordan to enter and possess.
This day I call the heavens and the earth as witnesses against you that I have set before you life and death, blessings and curses. Now choose life, so that you and your children may live and that you may love the Lord your God, listen to his voice, and hold fast to him. For the Lord is your life, and he will give you many years in the land he swore to give to your fathers, Abraham, Isaac and Jacob. (Deuteronomy 30:11-20)
How wonderful are the gifts God has prepared for China! He is giving us freedom, well-being, possessions, land, authority, health, and eternal life. You need not worry about China’s stability and security, for the Bible teaches you what the key to a peaceful nation is: “By justice a king gives a country stability, but those who are greedy for bribes tear it down.” (Proverbs 29:4)
These are such precious gifts from God—gifts that we can never obtain through our own effort and sacrifice. Instead, we can obtain them simply by accepting Christ as our Lord and by obeying God’s commands. How do we accept Christ as our Lord? This is what the Bible says:
If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. As Scripture says, “Anyone who believes in him will never be put to shame.” For there is no difference between Jew and Gentile—the same Lord is Lord of all and richly blesses all who call on him, for, “Everyone who calls on the name of the Lord will be saved.”
How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!” (Romans 10:9-15)
When you choose life by believing in God, you will become a blessing to your whole family: “Believe in the Lord Jesus, and you will be saved—you and your household.” (Acts 16:31)
Furthermore, when you choose life by believing in God, you will become a blessing to all of China.
I say these words not because I have faith in myself, but because I have faith in the Lord’s promise. In Isaiah chapter 9, where the birth and ministry of Jesus is foreshadowed, God gives us a wonderful promise—a promise that He will certainly fulfill:
The people walking in darkness
have seen a great light;
on those living in the land of deep darkness
a light has dawned.
You have enlarged the nation
and increased their joy;
they rejoice before you
as people rejoice at the harvest,
as warriors rejoice
when dividing the plunder.
For as in the day of Midian’s defeat,
you have shattered
the yoke that burdens them,
the bar across their shoulders,
the rod of their oppressor.
Every warrior’s boot used in battle
and every garment rolled in blood
will be destined for burning,
will be fuel for the fire.
For to us a child is born,
to us a son is given,
and the government will be on his shoulders.
And he will be called
Wonderful Counselor, Mighty God,
Everlasting Father, Prince of Peace.
Of the greatness of his government and peace
there will be no end.
He will reign on David’s throne
and over his kingdom,
establishing and upholding it
with justice and righteousness
from that time on and forever.
The zeal of the Lord Almighty
will accomplish this. (Isaiah 9:2-7)
This is a promise God has made to us and to China. Democracy will surely arrive in China! The government’s authority will rest on the shoulders of Christ, who will turn China into a fair, righteous, and stable nation.
Freedom and democracy will reach China not through our own passion and will, but through the passion and will of God.
From the past to the present, there has not been a single thing God could not accomplish.
On whose side will you choose to stand? Do you wish to walk with God or to go against his will?
The government sinned greatly against God in the Tiananmen Massacre:
Whoever sheds human blood,
by humans shall their blood be shed;
for in the image of God
has God made mankind. (Genesis 9:6)
With the authority God has bestowed on you, how will you use it to walk with God?
Twenty five years has passed, and the verdict on June 4th has not yet been overturned. This might have led some people think that God does not exist, or that He has forgotten his promise to China. However, the Bible tells us otherwise: “The Lord is not slow in keeping his promise, as some understand slowness. Instead he is patient with you, not wanting anyone to perish, but everyone to come to repentance.” (2 Peter 3:9)
Even though God is merciful, the time for His redemption and justice has not changed. The Lord allowed the Israelites to suffer in Egypt for 400 years, but once that time was over, He called upon Moses to rescue them from their bondage (Genesis 15:13-14). Likewise, God punished the sinful Israelites by putting them under the oppression of Babylon for 70 years. After this time, God immediately restored His people (Jeremiah 28-36). The time of Christ’s redemption of China is near.
On May 8, I received the following words from God, who urged me to share the Truth in this letter to you:
At the end of seven days the word of the Lord came to me: “Son of man, I have made you a watchman for the people of Israel; so hear the word I speak and give them warning from me. When I say to a wicked person, ‘You will surely die,’ and you do not warn them or speak out to dissuade them from their evil ways in order to save their life, that wicked person will die for their sin, and I will hold you accountable for their blood. But if you do warn the wicked person and they do not turn from their wickedness or from their evil ways, they will die for their sin; but you will have saved yourself.
“Again, when a righteous person turns from their righteousness and does evil, and I put a stumbling block before them, they will die. Since you did not warn them, they will die for their sin. The righteous things that person did will not be remembered, and I will hold you accountable for their blood. But if you do warn the righteous person not to sin and they do not sin, they will surely live because they took warning, and you will have saved yourself.” (Ezekiel 3:16-21)
As I reach the end of this letter, I can clearly remember that on this very day in 1989, I began sitting in and fasting in Tiananmen Square, first with hundreds of students, then with more than 3000 protestors. We hoped to engage in equal dialogue with the government and to dispel any intention of violent protest in our struggle towards a peaceful and free China. This later became the turning point of the entire Tiananmen Movement. Although our harmonious, rational, and nonviolent actions were eventually suppressed in a brutal massacre, our generation of Tiananmen protestors bravely and sacrificially brought change to both China and the world—and ultimately declared a complete end to the Communist International. Today, I thankfully realize that all the challenges and trials I encountered in the past have led me to knowing the Truth—the Truth that Jesus already sacrificed his life for China 2000 years ago and in doing so, shared with us His authority on earth and in heaven. We no longer need another protest because we can transform this world through faithful prayers. Policemen and tanks might be able to stop protests and demonstrations, but they cannot block our unceasing prayers. Today, no single power can hinder the arrival of God’s kingdom in China. Indeed, the freedom the Chinese people is at hand!
I hope that you will come to know the Truth, to serve justice, and to choose life, so that God’s blessings will enter all China’s households and all the lives of its citizens. “Dear Abba Father, I now accept Jesus Christ as my Savior. Thank you for sending Him to the cross to atone for my sins. Please forgive all my trespasses, both the ones that I know and the ones that I do not know. I pray that you would enter my heart and take control of my life. In Jesus’ name I pray, Amen!”
